After the welcoming of Elena Gazapo, rector of the European University, and Francisco García Pascual, the dean of the Faculty, Rafael Pérez Ruiz, Minister of State for Security at the Ministry of the Interior, was responsible for the opening conference. .
Rafael Pérez Ruiz, under the title ‘Liberty and Security in Democratic Spain’, stressed that “it is not about choosing between freedom and security, it is about understanding that the combination of both is key to the triumph of both values”. The Rule of Law must always be present in the solution adopted and in each case give the necessary legal scope and legal certainty to the different measures adopted.
